A four-year starting guard at Fort Lewis College from 1967 through 1971, Mr. Proctor finished his career as one of the school's all-time pure scorers. He averaged 18 points per game as a freshmen, 16.5 points per game as a sophomore, and never looked back en route to 1,409 career points - - a school record that stood until the 1980-81 season.
Mr. Proctor graduated from Fort Lewis College with a bachelor's degree in history in 1971, having carried a 3.4 grade point average.
After two years as a teacher, head boys' junior varsity basketball coach, and assistant head boys' basketball coach in Clovis, N.M., he entered law school at Texas Tech, where he received a law degree in 1976.
Mr. Proctor spent one year as a trust officer at a bank before moving to Marshall, Texas, where he practiced law with a partner until 1980. In 1980, he started his own practice in Hobbs, N.M.
Mr. Proctor is a member of the American Bar Association, the State Bar Association of New Mexico, and is also licensed to practice law in the state of Texas.
